Competition in the Award of Contracts

The Authority uses the competitive bidding process for the award of all public works contracts. As a municipal authority the use of competitive bidding procedures is mandated by law.


Public notices are issued for publication in a local newspaper prior to the award public works contracts. Once the public notice is published a Notice to Bidders will also be made available on the Authority’s website. Prospective bidders and other interested parties should first obtain and review the Notice to Bidders. The Notice to Bidders will include: a description of the project, instructions for obtaining the Contract Documents, the date and location for the receipt of bids, and other details.

Contract Documents

The contract documents will include items such as the following: Instructions to Bidders, Bid Forms, General and Supplementary Conditions, Agreement Form, Specifications, and Drawings.
